In July 2007, Illinois passed Senate Bill 678 which gives franchising authority to the state Commerce Commission.  It also contains many consumer protection components. According to Governor Rod Blagojevich, the law provides customers with more providers while requiring existing cable operators to provide more reliable, on-time service.
