In July 2007, Connecticut passed "An Act Concerning Certified Competitive Video Service," which opened up the market so that any business entity may apply to provide cable service as long as it complied with federal regulations. After signing the bill, Governor Jodi Rell declared, "This new law will [breed innovation] and challenge the cable industry and other competitors to foster a culture of creativity."
In the fall of 2007, the Department of Public Utility Control struck a blow to competition by denying the first video franchise application it had received. After 15,000 consumers contacted their elected officials to demand competition, the DPUC overturned their decision and allowed new competitors to enter the video market.
